A major water-system replacement in Belchertown has run into new financial and environmental problems. Pine Valley Plantation lost $1.2 million in state funding that had been expected to help repave roads after construction, while recent heavy rain sent sediment into nearby wetlands. The Conservation Commission will review a possible violation August 17.
